City & County of Honolulu <br /> <br /> <br /> <br /> <br /> <br /> <br /> June 29, 1998 <br /> <br /> <br /> <br /> To: James Arakaki, Chairman <br /> and Members of the Hawaii County Council <br /> <br /> From: AI Smith, Secretary-Treasurer <br /> Hawaii State Association of Counties (HSAC) <br /> <br /> Subject: HSAC Executive Committee Meeting - June 9, 1998 <br /> The following highlights of the HSAC Executive Committee meeting of June 9, 1998 are hereby submitted. <br /> <br /> The Secretary's Minutes of the Executive Committee Meeting May 8, 1998 were approved and placed on file <br /> (Attached for information). <br /> <br /> The Treasurer report for April 1998 was approved and placed on file (Attached for information). <br /> Under NACo Reports, Board Member Ron Kouchi reported that the issue of the NACo Executive Director's annual <br /> evaluation and compensation criteria was once again a matter of discussion. He indicated that a "Management <br /> Study of the Operation" will be done in order to consider a different method for the NACo Executive Director's <br /> evaluations. <br /> <br /> Under Unfinished Business, both the proposed HSAC Annual Budget and the proposed Slate of HSAC Officers for <br /> Fiscal year 1998-1999 were approved by the Executive Committee and submitted to the General Membership for <br /> approval. <br /> Also under Unfinished Business, the following matters were once again deferred pending action by one or more of <br /> the other counties: Endorsement of a National Policy on Alcohol and Substance Abuse Testing Program; Support <br /> of NACo's Platform on ISTEA; Support for NACo's Position Opposing Federal Preemption of Local Zoning <br /> Authority over Satellite Broadcast and Cellular Phone Antennas; and Support for Proposed Amendments to the <br /> Internet Tax Freedom Act. <br /> Under New Business, it was recommended that the Councilmembers Ronald Kouchi and Dennis Nakamura <br /> continue as HawaiTs representatives on the NACo Board of Directors and that Councilmember Rene Mansho <br /> represent Hawaii on the WIR Board of Directors (Action Requested) . <br /> <br /> The next HSAC Executive Committee Meeting is planned for August 1998.
