NACo Reports <br /> The following NACo Reports were placed on file: <br /> <br /> 1. Membership Committee Minutes, February 28, 1998 <br /> 2. 1998 NACo Legislative Conference Report, from Ron Kouchi, <br /> dated March 16, 1998 <br /> D. WIR Report <br /> <br /> There was no WIR Report. <br /> V. UNFINHED BUSINESS <br /> A. HSAC Annual Budget <br /> <br /> Action on the annual HSAC budget for fiscal year 1998-1999 was <br /> deferred pending consideration by Maui County on June 5, 1998. <br /> B. Proposed Slate of HSAC Officers for Fiscal Year 1998-1999 <br /> All four counties reported the appointment of one of its members <br /> to serve as an officer on the HSAC Executive Committee for fiscal <br /> year 1998-1999. Hawaii County appointed Al Smith on May 6, 1998, <br /> Kauai County appointed Ronald Kouchi on March 8, 1998, Maui County <br /> appointed Dennis Nakamura on April 3, 1998, and the City and <br /> County appointed Rene Mansho on May 5, 1998. <br /> The following slate of HSAC Officers for fiscal year 1998-1999 was <br /> agreed and referred to the counties for their approval: <br /> President Rene Mansho <br /> Vice President Al Smith <br /> Secretary Dennis Nakamura <br /> Treasurer Ronald Kouchi <br /> C. HSAC Legislative Package <br /> It was reported that the specific proposals in the HSAC <br /> Legislative package were all dead. Measures relating to <br /> privatization and the hotel room tax are still alive. <br /> D. National Policy on Alcohol and Substance Abuse Testing Program <br /> The purpose of this item is to act on a resolution urging the <br /> President of the United States and the members of the U.S. <br /> Congress to establish a nationwide uniform alcohol and substance <br /> abuse testing policy. This matter was deferred pending action by <br /> Kauai and Maui. <br /> E. HSAC and NACo Statement of Values <br /> <br /> The purpose of this item is to act on the proposed HSAC and NACo <br /> Statement of Values. Each of the counties reported approval. <br /> Hawaii County approved this matter on December 3, 1997, Kauai <br /> County on January 28, 1998, Maui County on April 17, 1998, and the <br /> 2 <br />
