No. 1164/Bill 283 <br /> PLACE: Sheraton Keauhou Bay Resort and Spa <br /> 78-128 Ehukai Street <br /> Kailua-Kona, Hawaii <br /> TIME: 1:00 P.M. <br /> <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> <br /> Your Committee on Public Works and Intergovernmental Relations, to which was referred <br /> Communication No. 1164, regarding Bill 283, reports as follows: <br /> <br /> Bill 283, transmitted by Councilmember Pilago via Communication No. 1164, dated April 9, <br /> 2008 amends Chapter 24, article 8, division 1, section 24-199, Hawaii County Code 1983 (2005 <br /> Edition, as amended), by extending the scope of the section to include special mobile equipment, <br /> increasing the fine for abandonment to $250, and by adding new provisions relating to the <br /> administration of this section. <br /> <br /> Councilmember Pilago made a motion on April 21, 2008 to postpone consideration of Bill 283 <br /> until the next Public Works and Intergovernmental Relations meeting on May 6, 2008. This <br /> motion was duly seconded and approved. <br /> <br /> There were two members of the public who made comments regarding this proposed bill. <br /> <br /> Councilmember Pilago acknowledges comments and recommendations provided by the public. <br /> His staff worked with the Office of the Corporation Council and the Office of the Prosecuting <br /> Attorney to address concerns regarding the collection and assessment of fines. As a result of <br /> these discussions, a proposed amendment to Bill 283 was proposed. Mr. Pilago further stated the <br /> purpose of the proposed amendments were triggered by abandoned road paving equipment <br /> complaints his office received, and increasing the fines from $25 to $250 will help enforce and <br /> prosecute those who choose to abandon their equipment. <br /> <br /> Councilmember Pilago made a motion to amend Bill 283 with Communication 1164. 1, dated <br /> May 2, 2008. This motion was duly seconded and approved. <br /> <br /> <br /> Councilmember Emily Naeole commended Mr. Pilago for bringing this proposed bill forward <br /> and stated she also has numerous vehicle abandonment issues in her district. <br /> <br /> <br /> <br /> <br /> PWIRC RPT NO. 76 <br />
