<br /> <br /> <br /> <br /> <br /> REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> <br /> <br /> DATE: March 11, 2008 Re: Comm. 1057/Resolution 549-08 <br /> PLACE: Sheraton Keauhou Bay Resort and Spa <br /> 78-128 Ehukai Street <br /> Kailua-Kona, Hawaii <br /> TIME: 3:00 p.m. <br /> <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> <br /> Your Committee on Planning, to which was referred Resolution 549-08, reports as follows: <br /> <br /> Resolution 549-08, transmitted via Communication 1057 from Council Member Dominic <br /> Yagong, dated February 25, 2008, transmitting a resolution to establish an Ad Hoc Committee to <br /> plan the long term disposition of Mud Lane Road in the District of Hamakua, which request is <br /> based upon community meetings and discussions with various community associations. <br /> <br /> Resolution 549-08 states that the formation of an Ad Hoc Committee would bring stakeholders <br /> to the table to begin discussions regarding developing a long-range plan regarding the use of <br /> Mud Lane Road. Stakeholders will include, but not be limited to the following organizations: <br /> Waikoekoe Community Association, Honoka`a Business Association, Kukuihaele Community <br /> Association, Waimea Community Association, Waipi`o Taro Farmers Association, Kamehameha <br /> Schools Bishop Estate, Wildlife Conservation of Hawaii, Hamakua Hunters Association and <br /> abutting private landowners who have expressed a strong and sincere interest in planning the <br /> future of Mud Lane Road. <br /> <br /> Resolution 549-08 also states that this request to form an Ad Hoc Committee is made pursuant to <br /> Rule No. 8, Rules and Procedure and Organization of the Council for the County of Hawaii, <br /> relating to establishment of subcommittees and that the name of the committee would be the <br /> "Mud Lane Road Ad Hoc Committee." <br /> <br /> At the March 11, 2008 Planning Committee meeting, Council Member Yagong noted that one <br /> of the issues involved with the Community Development Plan process was Mud Lane Road that <br /> runs from the Waimea Golf Course to Kukuihaele. Mr. Yagong said that the resolution is his <br /> effort to begin a proactive approach by bringing various members of the communities together to <br /> discuss disposition of Mud Lane Road. Mr. Yagong noted there currently exist lots of ideas with <br /> respect to this road, and that he would like to begin the dialog on how the respective <br /> communities view Mud Lane Road being utilized in the future. <br /> <br /> Council Chair Hoffmann applauded Mr. Yagong's efforts in trying to bring some consensus to <br /> what has proven to be a rather contentious issue for members of the Waimea as well as Honoka`a <br /> communities and would welcome the opportunity to be a part of the committee.
