<br /> <br /> I <br /> <br /> REPORT OF THE FIRST JOINT COMMITTEE MEETING <br /> ON PUBLIC WORKS AND INTERGOVERNMENTAL RELATIONS, j <br /> FINANCE, AND PLANNING <br /> 4 <br /> DATE: March 11, 2008 Re: Comm.1019/Bi11249 <br /> PLACE: Sheraton Keauhou Bay Resort and Spa <br /> 78-128 Ehukai St. <br /> Kailua-Kona, Hawaii <br /> TIME: 8:27 p.m. <br /> i <br /> Council Chair and Members I <br /> Hawaii County Council j <br /> Hilo, Hawaii 96720 <br /> i <br /> Because this item was one of several items on three committee agendas which were related, <br /> Bill 249 was postponed to a Joint Committee Meeting on Planning, Finance, and Public Works and <br /> Intergovernmental Relations, which was convened at the end of the scheduled committees for the day. <br /> The Chairman of each committee consecutively called the meetings to order and relinquished their I <br /> respective chairs to Council Chair Pete Hoffmann. ! <br /> Your Committee on Public Works & Intergovernmental Relations, to which was referred in <br /> Communication 1019, regarding Bill 249, reports as follows: f <br /> <br /> Bill 249, transmitted by Director of Public Works, Bruce McClure via Communication 1019, dated <br /> February 4, 2008, amends Chapter 24, Article 10, Division 2, Section 24-264, Schedule 12 (Stop <br /> intersections), subsection (f) Kona, of the Hawaii County Code 1983 (2005 Edition, as amended) by <br /> adding Ali`i Drive, Lunapule Road Intersection, All Approaches and Ali`i Drive, Royal Poinciana <br /> Drive Intersection, All Approaches. In this request, it is further explained that with the Mamalahoa <br /> Highway Bypass opening, these two intersections are warranted for traffic signals as state in the <br /> Traffic Impact Analysis Report, by Wilson Okamoto Corporation. The "Manual On Uniform Traffic <br /> Control Devices (MUTCD) in Section 213.07 Multiple Stop Applications" allows the installation of <br /> multiple stops as an interim measure that can be installed quickly to control traffic while arrangements <br /> are being made for the installation of the traffic control signal. <br /> <br /> Several comments from the public were presented at the February 20 and March 11, 2008 meeting on <br /> this proposed bill addressing increased traffic use in the last few months on Lunapule which is a steep <br /> road and the poor visibility of traffic at the intersection when entering onto Ali`i Drive. <br /> i <br /> Committee Chair Brenda Ford relinquished her seat to Vice Chair Dominic Yagong on February 20 <br /> and March 11, 2008 on this agenda item. <br /> <br /> Council Member Ford made a motion on February 20, 2008 to postpone consideration of Bill 249 due <br /> to technical errors. This motion was duly seconded and approved. <br /> <br /> Mr. Ron Thiel, Traffic Division Chief; Mr. Bruce McClure, Director; and Mr. Jiro Sumada, Deputy <br /> Director, from the Department of Public Works (DPW) appeared before your Committee.
