b) Zone urban-types of uses in areas with ease of access to community services <br />and employment centers and with adequate public utilities and facilities. <br />c) Allocate appropriate requested zoning in accordance with the existing or <br />projected needs of neighborhood, community, region and County. <br />d) Encourage the development and maintenance of communities meeting the need <br />of its residents in balance with the physical and social environment. <br />Land Use-Commercial <br />a) Provide for commercial developments that maximize convenience to <br />its users. <br />b) Provides commercial developments that complement the overall pattern <br />of transportation and land usage within the island's regions, communities, <br />and neighborhoods. <br />c) Distribution of commercial azeas shall be such as to best meet the demands <br />Of neighborhood, community and regional needs. <br />d) Commercial facilities shall be developed in azeas adequately served by <br />necessary services such as water, utilities, sewers, and transportation <br />systems. Zoning : The zoning designation for the property is Single Family Residential <br />10,000 (RS-10) <br />7. Community Development Plan : The Hilo Community Development Plan as <br />Adopted by Resolution on May 21, 1975, suggests a Multiple Residential-4,000 <br />square feet per unit (RM-4) designation for the subject area. Nevertheless, the <br />Hilo Community Development Plan also recognizes the needed for future <br />commercial development to reinforce existing commercial areas by encouraging <br />it to fill in to be a unified City Center rather than further disassemble to other <br />parts of Hilo.
