The subject area is located at an elevation of approximately the 450 feet above mean sea <br />level. The area has a 0-20 percent slope. The mean annual rainfall in the area ranges <br />between 100 to 175 inches. <br />The United States Geological Survey (USGS) classifies the area as within Lava Flow <br />Hazard Zone 3 on a scale of 1 (most hazardous) to 9 (least hazardous). Zone 3 is the <br />same classification for the entire City of Hilo. <br />The entire island of Hawaii is within Earthquake Hazard Zone 3, which is the zone of <br />highest seismic occurrence and danger. <br />The subject area is located over 3 miles from the ocean and therefore, it is located <br />outside of the Civil Defense's Tsunami Evacuation Zone. <br />According to the Federal Emergency Management Agency Flood Insurance Rate Maps <br />(FIRM), the subject area is located within Zone X, area determined to be outside the <br />500 -year flood plain. (See Figure 3) As part of the subdivision requirements for the <br />final approval of the Machado Acres Subdivision, drainage improvements have been <br />installed in accordance with the Department of Public Works. <br />Soils on the subject area are identified by the Soil Survey Report of the Island of <br />Hawaii as Olaa Very Stony Clay Loam (OID) and Panaewa Very Rocky Silty Clay <br />Loam (PcQ Series. (See Figure 4) The Olaa series consists of well -drained silty clay <br />loams that formed in volcanic ash. Olaa soils are used for the production of sugarcane. <br />The Panaewa series consists of shallow, moderately well -drained silty clay loams that <br />formed in volcanic ash. Panaewa soils are used for sugarcane, pasture, and woodland. <br />In both soil series, the permeability is rapid, runoff is slow, and the erosion hazard is <br />slight. <br />W.'Vel 1361 anlyde-11i: OJON F411610113mel1 l• U <br />Using a five level productivity rating from A (highest) to E (lowest), the 1967 Detailed <br />Land Classification from the Land Study Bureau categorized the subject area as "C" or <br />Fair.
