Arakaki, Chairman <br />and Members of the County Council <br />Page 3 <br />The county shall encourage the development and maintenance of communities <br />meeting the needs of its residents in balance with the physical and social environment. <br />Approval of this request would also compliment the following goals and policies <br />of the Single -Family Residential Element of the General Plan: <br />To provide single-family residential areas conveniently located to public and <br />private services, shopping, and other community activities and convenient <br />access to employment centers. <br />The County shall designate and allocate single-family residential zoned lands at <br />varying densities for future use in accordance with the needs of the communities <br />and the stated goals, policies, and standards. <br />The request for an Open zone district would be consistent with the following <br />goals and policies of the Recreation Element of the General Plan: <br />* Provide a wide variety of recreational opportunities for the residents and <br />visitors of the County. <br />* Provide a variety of environments for active and passive pursuits. <br />* Facilities for compatible multiple uses shall be provided. <br />* The County shall coordinate recreational programs and facilities with <br />governmental and private agencies and organizations. Innovative ideas for <br />improving recreational facilities and opportunities shall be considered. <br />The Land Use Pattern Allocation Guide (LUPAG) Map component of the <br />General Plan is also used to evaluate a change of zone request. This LUPAG Map is a <br />graphic expression of the General Plan's goals, policies, standards and courses of <br />action and it displays the physical relationship among the various land uses. It also <br />establishes the basic land use pattern that is intended to guide the direction of future <br />development on this island. In this case, the requested zone change conforms to the <br />LUPAG Map, which designates the area for Low Density Urban Development, which <br />allows for single-family residential developments, and ancillary community and public <br />uses. <br />
