Keone Street is the primary access through the <br />Machado Acres Subdivision and connects between Haihai Street and Ainaola Drive. <br />Keone Street and all the roadways within the subdivision are County roadways which <br />were constructed to fifty (50) foot rights-of-way and with full pavement and curb, <br />gutters, and sidewalks. The General Plan Public Facilities Map and the City of Hilo <br />Zoning Map both reflect proposed road widening for Haihai Street to a width of 60 <br />feet, which would require a 10 -foot future road widening setback along the properties <br />frontage situated along Haihai Street. In addition, both maps reflect the proposed <br />Komohana Street extension (undeveloped existing 60 -foot right-of-way) along the <br />western boundary of the Machado Acres Subdivision to an 80 -foot right-of-way, which <br />would require a 20 -foot future road widening setback along the properties frontage <br />situated along that portion of the proposed Komohana Street extension. <br />Water is already available to the existing subdivision from the County water <br />system. There are no municipal sewer system in the area. Wastewater generated by <br />the existing subdivision is handled on site by means of cesspools or individual septic <br />systems meeting the approval of the State Department of Health. All other essential <br />utilities and services are or will be made available to support the proposed request. <br />Because the subject area has been substantially altered by long-term sugarcane <br />cultivation, ranching activities, years of grading and other topographic modifications, <br />and residential development, there is no significant floral and fauna resources or <br />habitats nor any archaeological sites evidently remaining within the area. The <br />Department of Land and Natural Resources State Historic Preservation Division has <br />indicated that the subject area is located on existing sugar cane land and is highly <br />unlikely that any significant historic sites would be found at this location given the <br />disturbance of the ground surface. Therefore, the likelihood of finding any flora, fauna <br />or cultural resources are remote. <br />Based on the foregoing, approval of the change of zone request from Single <br />Family Residential (RS -15) to Single Family Residential (RS -10) and Open would <br />result in an appropriate land use pattern that will further the necessity, convenience and <br />welfare of the general public. <br />For your favorable consideration, an amendment to Section 25-8-33, the City of Hilo Zone <br />Map, of the County Zoning Code is transmitted. <br />
