The property is located on the west side of <br /> Kanoelehua Avenue approximately 200 feet north of its intersection with Lanikaula Street and <br /> adjacent to Osaka's Restaurant, Waiakea House Lots, Waiakea, South Hilo, Hawaii. <br /> <br /> The Commission concurs with the following Planning Director's reasons for recommending <br /> favorable consideration of the change of zone: <br /> <br /> The applicant's overall objective is to allow industrial-commercial mixed uses <br /> on his property. Proposed uses include a restaurant, convenience store, and/or retail <br /> outlets. <br /> <br /> In order to consider an area for any type of zoning designation, the applicable <br /> goals, policies and standards of the General Plan must be adequately addressed. It is <br /> only through such a comprehensive policy analysis approach that evaluations and <br /> decisions can be made to better time and stage developments to achieve growth <br /> determined by the General Plan and related planning documents. The implications of <br /> these evaluations and decisions must be also considered as they may have an impact on <br />
