Arakaki, Chairman <br /> and Members of the County Council <br /> Page 2 <br /> <br /> <br /> * Provide a transportation system whereby people and goods can move efficiently, <br /> safely, comfortably and economically. <br /> <br /> * Provide a system of thoroughfares and streets for the safe, efficient and <br /> comfortable movement of people and goods between and within the various <br /> sections of the County. <br /> <br /> * Provide an integrated State and County system so that new major routes will <br /> complement and encourage proposed land uses. <br /> <br /> The General Plan Facilities Map delineates Komohana Street as an 80-foot <br /> right-of-way secondary arterial which extends in a northerly direction from its <br /> intersection at Waianuenue Avenue towards lands on the Hamakua side of Wailuku Drive <br /> and terminates near Honomu, and in a southerly direction from its intersection at Ainaola <br /> Street to Keaau. The Facilities Map also reflects the following proposed and/or existing <br /> 80-foot right-of-way secondary arterials: <br /> <br /> 1) Akolea Road is approximately 2.3 miles and less than 5 minutes from the <br /> intersection of Komohana Street and Waianuenue Avenue. Since 1935, Akolea <br /> Road extended from Kaumana Drive to Waipahoehoe Stream/Gulch, <br /> approximately 4,600 feet. Subsequently in 1949, Akolea Road extended in the <br /> north direction for a mile to connect to Waianuenue Avenue. A major length of <br /> Akolea Road, from Waianuenue Avenue toward Kaumana Drive, presently has a <br /> 20-foot pavement and 3-foot paved shoulders within an existing 40-foot <br /> right-of-way. The remaining portion of the road to Kaumana Drive has a <br /> minimum 10-foot pavement within the 40-foot right-of-way. The entire Akolea <br /> Road was resurfaced in June 1995. Akolea Road right-of-way is proposed to be <br /> extended and connected to the proposed 120-foot Saddle Road-Puainako Street <br /> alignment and extend further to the upper Waiakea Uka Homestead area. <br /> <br /> <br /> 2) Ainako Street is approximately 0.5 miles east of (makai) Akolea Road. It <br /> presently has a 20-foot pavement and paved pedestrian walkway and drainage <br /> ditches along both sides within an existing 70-foot right-of-way. The properties <br /> along both sides of Ainako Street have a building setback line of 25 feet. Ainako <br /> Street right-of-way is proposed to be extended and connected to Mohouli Street. <br /> <br /> 3) Kilauea Avenue has an existing 70-foot right-of-way and is proposed to be <br /> widened to an 80-foot right-of-way. <br />
