Further, the right-of-way would <br /> traverse the middle of the parcel and thereby split the parcel in two portions and limit <br /> <br /> the development within the remaining building area. It should be also noted that if the <br /> existing Komohana Street right-of-way were to extend in the same alignment, it will <br /> <br /> require acquisition/condemnation and relocation of several existing dwellings and/or <br /> <br /> families. <br /> 5. In earlier discussions, the Department of Public Works indicated that an extremely <br /> <br /> rough estimate of $1.4 million will be needed for the land acquisition and other <br /> environmental assessment, and $20-35 million for the roadway construction, including <br /> <br /> a 500 to 1,000 foot bridge over Wailuku River. <br /> 6. In 1997, the Real Property Tax Division provided the following assessed values of the <br /> <br /> affected parcels: (See Exhibit B - April 18, 1997 Memo) <br /> 7. By certified letter dated June 4, 1998, the Planning Director notified the affected <br /> <br /> property owners of the initiated action. <br /> PROPOSED AMENDMENT <br /> <br /> 8. Specifically, the proposed amendment to the City of Hilo Zone Map involves the <br /> deletion of the proposed 20-foot right-of-way widening along the east and west <br /> <br /> boundaries of the existing 40-foot "paper" road right-of-way and the deletion of that <br /> <br /> section of the proposed northern extension of the Komohana Street 80-foot right-of-way <br /> alignment from Wailuku Drive to and across a portion of land on Reeds Island and land <br /> <br /> on the Hamakua side of Wailuku River. (See Exhibit C - A Portion of City of Hilo <br /> Zone Map) <br /> <br /> STATE AND COUNTY PLANS <br /> 9. State Land Use District: The lands situated between Waianuenue Avenue and <br /> <br /> Wailuku River are classified Urban and lands on the Hamakua side of Wailuku River <br /> are within the Conservation/Agricultural/Urban Districts. <br /> <br /> 10.
