It <br /> is also believed by all members of the Statewide Narcotics Task Force that interdiction efforts <br /> directed at the State's various ports of entry are preferable to enforcement of street level distribution. <br /> <br /> B. GOALS AND OBJECTIVES <br /> <br /> The overall goals of the SNTF is to interdict drugs within the State of Hawaii through the <br /> apprehension, arrest, and conviction of individuals smuggling narcotics into, within, and out of the <br /> State of Hawaii. <br /> <br /> The objectives are: <br /> <br /> 1. Maintain a statewide task force of personnel from the four county police departments, the <br /> Drug Enforcement Administration and other state and federal law enforcement agencies. <br /> <br /> 2. Provide standardized training in such topics as current airport investigative techniques, <br /> smuggling trends, and state/federal laws that impact the task force. <br /> <br /> 3. Attend quarterly meetings to coordinate joint airport interdiction operations, as well as other <br /> enforcement efforts, and to share information. <br /> <br /> 4. Identify significant individuals or organizations involved in smuggling activities. <br /> <br /> 5. Seize illicit drugs. <br /> <br /> 6. Make drug-related arrests. <br /> <br /> 7. Seize assets, as applicable. <br /> <br /> C. ACTIVITIES <br /> <br /> 1. Investigative efforts will be directed towards the identification and arrest of drug distributors <br /> and smugglers. <br />
