REPORT OF THE <br /> COMMITTEE ON HUMAN SERVICES & ECONOMIC DEVELOPMENT <br /> <br /> DATE: April 22, 1998 Re: Communication No. 745 <br /> <br /> PLACE: Seven Seas Luau House <br /> TIME: 4:00 P.M. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawai' i 96720 <br /> Your Committee on Human Services & Economic Development, to which was referred <br /> Communication No. 745, reports as follows: <br /> Communication No. 745 is a letter from the Director of Finance, Harry Takahashi, dated <br /> February 6, 1998, transmitting the applications of the qualifying non-profit agencies for review <br /> and appropriation of funds for the 1998-1999 fiscal year. Communications 745.01-745.06 are <br /> letters of support for specific applicants. Communication No. 745.07 is a memorandum from <br /> Councilman John Ray dated April 13, 1998, that recommends the non-profit organization awards <br /> for the 1998-1999 fiscal year <br /> The recommendations of the grant review committee were made after site visitations to all grant <br /> applicants, pursuant to Section 2-139 (a)(3) of the Hawai i County Code (Revised and <br /> Republished 1995). Following the site visitations, the Committee on Human Services & <br /> Economic Development held meetings on March 16, 1998 in Hilo and on March 19, 1998 in <br /> Kona to hear presentations by and ask questions of the applicants. Chairman Ray explained in <br /> detail how the grants review committee, consisting of two legislative auditor assistants and his <br /> council aide, arrived at the recommended funding amounts. These details and factors are <br /> outlined in Communication No. 745.07. <br /> Your Committee heard discussion on raising the funding recommendation for the Hamakua <br /> Health Center. The chair indicated that since the Hamakua Health Center was applying for a <br /> different program than the one funded in the previous three years, the application was viewed as <br /> a funding request for a new program. The amount of $10,000 was seen as sufficient to <br /> accomplish the outreach mission of the Childhealth Access Program. <br /> Chairman Ray indicated that he was open to amending the recommendations. Council members <br /> agreed that any amendment to alter proposed funding should proceed following a comprehensive <br /> analysis of impacts involving affected agencies. Committee members approved the <br /> recommendations and commended the grants review committee for their work. <br /> Your Committee on Human Services & Economic Development recommends that the Council <br /> funding for non-profit organizations for the 1998-1999 fiscal year be as follows: <br /> Account No. Organization Program Recommended Amount <br /> 5471.36 Kona.
