NO. 541 /BILL NO. 155 <br /> PLACE: Councilroom <br /> TIME: 9:00 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hav;-aii 96720 <br /> Your Committee on Public Works and Parks, to which was referred Communication No. 541, <br /> and attached Bill No. 155, reports as follows: <br /> The purpose of Bill No. 155 i:; to amend the Hawaii County Code, Chapter 24, Article 10, <br /> Section 24-267, Schedule 15 (c;sne-s~,~ay streets) on Kinoole Street, to extend one-way traffic <br /> pattern to I~u~:uau Street, Souts:> Hilo, I-1[awaii. <br /> Communication No. 541 is fros,a Chief Engineer Donna Fay IK, Kiyosaki, dated October 9, 1997, <br /> transr~zitting I3~i11 No. 155 to ar~Aend Chapt~• 24, Article 10, Section 24-267, Schedule 15 <br /> (One-way streets). Ms. Kiyosz3~i infarrris that the Kinoole Strmet and Kukuau Street one-way <br /> detour route fi-ong Ponahawai Street to Kil:~uea Avenue was irnplemented for the construction of <br /> the Kilauea Avenue bridge/Ale>~~aio Stream. Improvement Pra~ect. In February 1997, <br /> Bill No. 54 was subn~.itted to p~~xnanently maintain Kinoole Street as one-way from Ponahawai <br /> Street to Kukuau Street; howe.~>Kr, this bill was filed by the CoSa~ncil for further study due to <br /> complaints from the Police Del:.~rtment and the Downtown I~larovernent Association which <br /> stated that the length of the rou~:•.~ frort~ Kinoole Street back to the downtown areas would be <br /> increased. <br /> Ms. Kiyosaki states that after monitoring and studying the traffic flow for the last six months, <br /> they feel that the proposed one-way traffic pattern is still the z~ost viable solution for everyone, <br /> and that the downto~u-n one-way system will have to be extended southward on both Kilauea <br /> Avenue, and Kinoole Street as t~ <br /> ~hffic 4.~olumes increase, and pla~~ to extend the one-way patterns <br /> southward as conditions warrar~i, <br /> Communication No. 541.01 is ;dam Police Chief Wayne G. Carvalho, dated October 22, 1997, <br /> commenting on Bill No. 155. Cx~ief Carvall:o states that they ~~gree that Kukuau Street should <br /> revert back to its original one-w-:.y traffic pattern from Kilauea Avenue to Kinoole Street. In <br /> reference to tlcac one-Tay traffic }~satter~~. on Kinoole Street, from Ponahawai Street to Kukuau <br /> Street, complaints rec,ived Indic-ate difficulties-executing left tens to ingress and egress Kukuau <br /> Street. Motorists are not completely stopping ~t stop signs, casing a potential traffic hazard. <br /> <br />
