NO. 677 /BILL NO. 191 <br /> PLACE: Councilroom <br /> TIME: 9:00 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks, to which was refened Communication No. 677, <br /> and attached Bill No. 191, reports as follows: <br /> The purpose of Bill No.191 is to amend Chapter 14, General Welfare, Hawaii County Code <br /> 1983, relating to smoking in public places. <br /> Communication No. 677 is from Councilmember Joe Reynolds, dated January 15, 1998, <br /> transmitting Bill No. 191, for review and consideration. <br /> During the discussion on this matter, Your Committee concluded that further dialog and public <br /> input are needed on this issue. One major concern expressed by several Committee members <br /> was whether enforcement of this prohibition on smoking in bench parks should be a priority of <br /> police and lifeguazds. The question was raised whether the Council wanted to put another law on <br /> the books without adequate resources to enforce the requirement. There also could be possible <br /> social problems and confrontation between smokers and non-smokers if the bill passed.
