NO. 718 / BILL NO. 200 <br /> PLACE: Councilroom <br /> TIME: 9:00 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks, to which was referred Communication No. 718, <br /> and attached Bill No. 200, reports as follows: <br /> The purpose of Bill No. 200 is to amend Chapter 24, Article ] 0, Division 5, Section 24-281, <br /> Schedule 29, of the Hawaii County Code, to provide additional parking on Kalanianaole Avenue <br /> for the Seaside Restaurant. <br /> Communication No. 718 is from Councilmember Aaron S. Y. Chung, submitting Bill No. 200 <br /> for consideration along with a letter from Chief of Police Wayne G. Carvalho dated <br /> December 22, 1997 on the matter. According to Mr. Chung, the owner of Seaside Restaurant has <br /> expressed concerns over the occasional overflow pazking onto the street during evening <br /> functions at his establishment. Parking is currently prohibited along Kalanianaole Avenue. <br /> Mr. Richard Nishimura of the Public Works Traffic Division stated that there is adequate <br /> additional parking across the street at the County facility (James Kealoha Beach Park) that may <br /> be utilized by the Restaurant's patrons. He did mention that safety was a concern for patrons <br /> pazking at the County facility because of poor lighting. Should the Traffic Division require the <br /> 75 foot sight distance zone on the Puna side of the Restaurant's driveway, there would be space <br /> left for only one car. On the Hilo side of the Restaurant's driveway, a possible 4 to 5 cars would <br /> be able to park. Mr. Nishimura stated that they do not oppose this measure because it would <br /> provide additional parking; however, they do not support it either because of the adequate <br /> parking across the street. <br /> <br />
