REPORT OF THE
COMMITTEE ON PUBLIC WORKS AND PARKS
DATE: November 5, 1998 RE: COMM. NO. 1044 /RESOLUTION NO. 343-9$
PLACE: Councilroom
TIME: 9:00 a.m.
Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Public Works and Parks, to which was referred Communication No. 1044,
and attached Resolution No. 343-98, reports as follows:
The purpose of Resolution No. 343-98 is to authorize the closure of a portion of Kamokuna Street
at Waiakea, South Hilo, Hawaii, to vehicular access.
Communication No. 1044 is from Council Member Aaron S. Y. Chung, dated October 19, 1998,
which transmits Resolution No. 343-98 for consideration.
Mr. Kale Mossman, who spoke on behalf of the Edith Kanaka'ole Foundation, stated that the
request for closure to vehicular access to this area was made so that they could utilize the
surrounding properties as a cultural landscape to practice and interpret the Native Hawaiian
culture. The subject property will continue to serve as a public pedestrian access to the shoreline.
He also informed Your Committee that a portion of the subject roadway is not improved to
county road standards, and has been used as a receptacle area fos trash, which creates unsanitary
conditions.
Mr. Mossman mentioned that the Foundation is already stewards for this region and would like
to include this portion of the subject roadway as part of it. The Foundation will provide an area
for off-street parking as well as a vehicle turnaround to relieve traffic safety concerns at the
intersection of Kamokuna Street and Laehala Street.
Your Committee is in accord with the purpose and intent of Resolution No. 343-98, and
recommends its adoption.
la
AYES NOES A&E EX Respectfully submitted

YAGONG X COM~TTEE ON PUBLIC WORKS & PARKS
REYNOLDS X

CHUNG X \ ~Vw.r~.
LEITHEAD-TODD X D C YAGONG.
RAY X PW&PCREPO N 137

SANTANGELO X -

SMITH X ADOPTED: 1VOV 18 19y8

ARAKAKI E.O.M.
