REPORT OF THE ` r <br /> COMMITTEE ON PUBLIC WORKS AND PARKS <br /> DATE: January 7, 1997 RE: COMIvt. NO. 15 <br /> PLACE: Councilroom <br /> TIME: 9:00 a.m. <br /> Chairperson and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks, to which was referred Communication No. 15 and <br /> attached Bill No. 3, reports as follows: <br /> The purpose of Bill No. 3 is to amend Chapter 24, Article 10, Section 24-253.1, Schedule 1.1, <br /> relating to 15 mph speed limits, of the Hawaii County Code to establish a speed limit along <br /> Amauulu Road of 15 mph. <br /> Bill No. 3 amends Chapter 24, Article 1Q Section 24-253.1, Schedule 1.1, by adding the <br /> following item to be appropriately numbered: <br /> Amauulu Road. Wainaku Street to a point two <br /> hundred twenty feet mauka of Waimalino Lane." <br /> Communication No. 15 is a letter from Chief Engineer Donna Fay K. Kiyosaki, dated <br /> November 20, 1996, which transmits Bill No. 3 to the Council for its consideration. The <br /> Communication notes that the Department of Public Works received a request to authorize a <br /> speed limit along Amauulu Road and that on the basis of a speed study that was conducted, the <br /> Department found 15 mph to bean appropriate speed limit for this narrow roadway. <br /> Bill No. 3 was considered by this Committee at its January 7, 1997 meeting. In addition to the <br /> information contained in Communication No. 15, the Committee also considered testimony from <br /> Mr. Richard Nishimura of County of Hawaii's Department of Public Works' Traffic Division. <br /> Mr. Nishimura stated that the width of this road is 18 feet or less with minimal shoulders and <br /> that the Department of Public Works found that the present 25 mph speed limit is too high given <br /> the circumstances.
