REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND PARKS <br /> DATE: January 21, 1997 RE: COMM. NO. 68 <br /> PLACE: Councilroom <br /> TIME: 9:00 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks, to which was referred Communication No. 68 and <br /> attached Bill No. 23, reports as follows: <br /> The purpose of Bill No. 23 is to amend Chapter 24, Article 10, Section 24-280, Schedule 28, to <br /> allow elimination of four marked parking stalls on the Hamakua side of Hualalai Street on the <br /> mauka side of Kilauea Avenue. <br /> Communication No. 68 is a letter from Chief Engineer Donna Fay K. Kiyosaki, dated <br /> December 26, 1996, which transmits Bill No. 23 to the Council for its consideration. In <br /> Communication No. 68, the Chief Engineer states that they received a request to eliminate the <br /> four stalls, investigated this request, and concluded that adoption of this proposal will improve <br /> traffic safety at the intersection of Kilauea Avenue and Hualalai Street. Their investigation also <br /> revealed that other parking stalls are available approximately one hundred feet away. <br /> In addition to the information contained in Communication No. 68, Your Committee also <br /> considered testimony from Mr. Richard Nishimura of the County of Hawaii's Department of <br /> Public Works' Traffic Division. During the discussion it was noted that employees of businesses <br /> in the immediate area have been informed of this impending action.
