NO. 75 <br /> PLACE: Councilroom <br /> TIME: 9:00 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks, to which was referred Communication No. 75 and <br /> attached Bill No. 25, reports as follows: <br /> The purpose of Bill No. 25 is to amend Chapter 5 of the Hawaii County Code by amending <br /> various sections pertaining to Hawaii County's Model Energy Code. <br /> Communication No. 75 is a memorandum dated December 30, 1996, from Raymond Carr, <br /> Economic Development Specialist of the Department of Research and Development, which <br /> transmits Bill No. 25 relating to the Building Code and an accompanying memo to Council <br /> Member John Ray. The memo to Council Member Ray, which is dated October 10, 1996, when <br /> he was Chair of the Committee on Human Services and Public Works, explains the amendments <br /> contained in the Bill. In his submittals, Mr. Can states that the proposed amendments are <br /> intended to facilitate code adherence, clarify code provisions and correct editorial errors in the <br /> text of the code. <br /> Committee members questioned using the date of November 23, 1994, in Section 10 of the Bill. <br /> Any shell or speculative buildings or warehouse conversions permitted after this date would <br /> have to conform with the Energy Code requirements relating to building envelopes. Such a <br /> requirement would mean that buildings constructed after November 24, 1994 to the effective <br /> date of the Bill would have to comply. Mr. Carr explained that it was a date recommended by <br /> the Building Division when drafting the bill, but agreed that the date was problematic. Mr. Carr <br /> agreed to meet with the Building Division to consider replacing the November 24, 1994 date. A <br /> change in date would be transmitted in the form of a Draft 2 to Bill 25. <br /> <br />
