NO. 30 <br /> TIME: 9:03 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks, to which was referred Communication No. 87.02 <br /> and attached Resolution No 30, reports as follows: <br /> The purpose of Resolution No. 30 is to fulfill the requirements of section 3 of Ordinance <br /> No. 96-51, by approving an extension of the public sewer at Paukaa, District of South Hilo, by <br /> resolution. <br /> Communication No. 87.02 is a letter dated January 21, 1997, from Donna Fay K Kiyosaki, <br /> Chief Engineer, which transmits, in part, Resolution No. 30, relating to Phase II of the Paukaa <br /> Community Collector Sewer Extension. <br /> Mr. Peter Boucher, Wastewater Division Chief, and Mr. Jiro Sumada, Deputy Chief Engineer, <br /> testified in support of Resolution No. 30 and provided additional background information about <br /> the project in Communications No. 87.04 and 87.06. <br /> Your Committee first discussed this matter at its February 6, 1997 meeting. During this meeting <br /> Your Committee was informed by Mr. Peter Boucher, Wastewater Division Chief, that the <br /> purpose of the sewer extension is to satisfy a condition of a federal grant received by the County. <br /> Communication No. 87.06 indicates that this grant, in the amount of $6,891,902, was received <br /> by the County to construct the Papaikou Wastewater Treatment Plant. Connection of households <br /> within the vicinity of the Treatment Plant to the Plant was one of the requirements of the grant. <br /> He estimated that if the Paukaa extension project were to proceed immediately, that affected <br /> residents would be required to hook-up in approximately two years. <br /> In response to concerns raised by the Pauka' a Community Association, Your Committee was <br /> assured by the Department of Public Works that it would work with Contractors to make sure <br /> that affected roads are repaired after the sewer extension is completed. The Association also <br /> raised concerns about the significant costs that would be incurred by residents who are required <br /> to connect to the new sewer extension line. <br /> To allow additional time to discuss these connection fees, which were estimated to range from <br /> $3,000 to $10,000 per household, the discussion was deferred until the next meeting. <br /> <br />
