REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND PARKS <br /> DATE: July I , 1997 RE: COMM. NO. 367 <br /> PLACE: Councilroom <br /> TIME: 3:20 p.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks, to which was referred Communication No. 367 <br /> and attached Resolution No. 114, reports as follows: <br /> The purpose of Resolution No. 114 is to express the Council's support of the cultural rights <br /> and practices of subsistence hunters who hunt the Feral pig. Towards accomplishment of this <br /> objective, Resolution No. 1 14 urges the State Department of Land and Natural Resources <br /> (DLNR) to work with hunters and other interested parties in the development of a game <br /> management plan. This Resolution further requests that the State Legislature enact legislation <br /> and that the DLNR implement rules that respect and preserve the cultural traditions of <br /> subsistence hunters. <br /> Your Committee heard from many members of the hunting community who spoke in support <br /> of this Resolution. <br /> Your Committee agreed to amend this Resolution by substituting a Draft 2 submitted by <br /> <br /> Committee Chair Yagong. (See Communication No. 367.01.) This Draft 2 would amend the <br /> Resolution by amending the. ninth paragraph to read, <br /> "Whereas, it is important and in the interest of the public to preserve this way of <br /> life, to conserve resources, to ensure that cultural rights, practices and customs <br /> are preserved for those hunters in our community who hunt for subsistence and <br /> other purposes and to maintain present hunting areas for future generations." <br /> In response to suggestions from members of Your Committee, Committee Chair Yagong stated <br /> <br /> that he would work with staff to correct punctuation errors, to add State House Representative <br /> Paul Whalen and the members of Hawaii's Congressional delegation to the list of persons who <br /> will be sent copies of this resolution and to possibly suggest language to afford protection to <br /> <br /> the pig for future use in appropriate areas. These changes would be forwarded in a proposed <br /> <br /> Draft 3 of the resolution. <br /> <br />
