The State of Hawaii is also required by the U.S. EPA to close its LCC serving <br /> State facilities in the vicinity of the Honoka'a Civic Center and will be needing a <br /> wastewater collection and treatment/disposal solution. <br /> Therefore, the State of Hawaii Department of Accounting and General Services is willing <br /> to contribute $250,000 to pay for sewer design and construction work related to <br /> constructing a sewage pump station and force main to connect the Honoka'a Civic Center <br /> to the County sewer system. This will serve the County's Baseyard, Fire and Police <br /> Stations; and the State's Office Buildings, Public Library, District Courthouse and <br /> Department of Health Vector Control Buildings. <br /> Enclosed is a bill for an ordinance adding the Honoka'a Large Capacity Cesspool <br /> Replacement project, for $250,000 into this fiscal year's Capital Budget. <br /> The Department of Environmental Management humbly request a waiver from the Finance <br /> Committee and to have this bill heard at the next Council meeting scheduled for <br /> February 18, 2010 to help expedite this project in order to comply with EPA mandates <br /> requiring closure of these LCC's by September 1, 2010. <br /> <B <br /> Comm.
