No. 1292/Res. 683-08 <br /> PLACE: Council Chambers <br /> Ben Franklin Bldg, 2"d Floor <br /> Hilo, Hawaii 96720 <br /> TIME: 10:00 a.m. <br /> <br /> <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> <br /> Your Committee on Public Works and Intergovernmental Relations, to which was referred <br /> Communication No. 1292, regarding Resolution 683-08, reports as follows: <br /> <br /> Resolution 683-08, transmitted by Council Chair Pete Hoffmann, via Communication No. 1292, <br /> dated June 18, 2008 directing the Clerk of the County of Hawaii to take the necessary action to <br /> place the Charter Amendment proposed by Ordinance No. 08-80 on the 2008 General Election <br /> Ballot (relating to Initiative and Referendum). <br /> <br /> There was no testimony from the public on this proposed resolution. <br /> <br /> Council Chair Pete Hoffmann commented that it is important his colleagues are given the <br /> opportunity to review proposed ballot language on the charter amendments which the council <br /> recently adopted. <br /> <br /> Council Member Donald Ikeda brought to your committee's attention that should this charter <br /> amendment on the ballot not be approved by the voters, a provision should be written informing <br /> voters that the original language of the article will remain unchanged. <br /> <br /> County Clerk Casey Jarman noted Council Member Ikeda's concern and will research further on <br /> how such provision would work. Committee Chair Brenda Ford asked County Clerk Jarman if <br /> the Council will have an opportunity to comment on the change. Council Member Dominic <br /> Yagong also asked for further clarification from County Clerk Jarman on the content of the <br /> proposed change to address Council Member Ikeda's concern and where the explanation will be <br /> placed to properly informing the voters.
