No. 1294/Res. 685-08 <br /> PLACE: Council Chambers <br /> Ben Franklin Bldg, 2"d Floor <br /> Hilo, Hawaii 96720 <br /> TIME: 10:00 a.m. <br /> <br /> <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> <br /> Your Committee on Public Works and Intergovernmental Relations, to which was referred <br /> Communication No. 1294, regarding Resolution 685-08, reports as follows: <br /> <br /> Resolution 685-08, transmitted by Council Member Brenda J. Ford, via Communication <br /> No. 1294, dated June 17, 2008 directing the Clerk of the County of Hawaii to take the necessary <br /> action to place the Charter Amendment proposed by Ordinance No. 08-82 on the 2008 General <br /> Election Ballot (relating to Amending Article XIII by Increasing the Criminal Penalty Amount <br /> from $1,000 to an Amount not to Exceed $2,000 and Clarifying the County's Authority <br /> Regarding the Imposition of Civil Fines). <br /> <br /> There was one testimony from the public in opposition to this proposed resolution. <br /> <br /> County Clerk Casey Jarman appeared before your committee to address any concerns related to <br /> this proposed resolution. <br /> <br /> Council member Dominic Yagong asked for clarification from County Clerk Jarman on the <br /> process to inform the public on the proposed charter amendments. County Clerk Jarman stated <br /> that public educational workshops and publication of the full text in two newspapers of general <br /> circulation prior to the 2008 General Election will be provided. Committee Chair Brenda Ford <br /> added that the League of Women Voters will also provide education on the proposed charter <br /> amendments for the public. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> PWIRC RPT NO. 88 <br />
