COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. '~ ~.'7 ~~ ~ <br />A RESOLUTION ENCOURAGING THE STATE OF HAWAII BOARD OF LAND AND <br />NATURAL RESOURCES AND THE DEPARTMENT OF WATER SUPPLY TO <br />EXPEDITE COMMENCEMENT OF REPAIRS TO RESERVOIR 1 AND RESERVOIR 2 <br />LOCATED IN THE DISTRICT OF SOUTH KOHALA. <br />WHEREAS, the 50 million-gallon Reservoir 1 and the 50 million-gallon Reservoir 2 <br />located in the District of South Kohala sustained damage following the October 15, 2006 <br />earthquake that resulted in Reservoir 1 operating at half capacity and Reservoir 2 completely <br />drained and left empty; and <br />WHEREAS, currently no water shortage exists in the District of South Kohala, however, <br />Reservoir 2 at zero capacity does impact and strain Reservoir 1's ability to adequately supply <br />domestic water and, in the event of a drought, the limited capacity of Reservoir 1 creates the <br />potential for serious health and safety concerns which could result in economic and domestic <br />hardship to the South Kohala community, including potentially devastating effects to the area's <br />agricultural and farming industry; and <br />WHEREAS, pursuant to chapter 179D, Hawaii Revised Statutes, the "Hawai `i Dam and <br />Reservoir Safety Act of 2007," dams and reservoirs fall within the jurisdiction of the board of <br />land and natural resources, whose rules and policies relating to inspections, construction, and <br />repairs were established for the protection of life and property; and <br />WHEREAS, in accordance with chapter 179D, Hawaii Revised Statutes, the department <br />of water supply submitted an application for approval of reservoir repair plans and specifications <br />to the board of land and natural resources, which application is pending approval; and <br />WHEREAS, an urgency exists and will continue to exist until Reservoir 1 and Reservoir <br />2 repairs are completed to protect the health, safety, and welfare of the citizens of the District of <br />South Kohala and preserve the economic prosperity of the agricultural and farming communities; <br />now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br />board of land and natural resources is encouraged to expedite completion of its review and <br />approval of the plans and specifications for repairs to Reservoir 1 and Reservoir 2 located in the <br />District of South Kohala; and <br />BE IT FURTHER RESOLVED that upon receipt of approval from the board of land <br />and natural resources, the manager of the department of water supply shall immediately <br />implement the Board's recommendations and commence repairs to Reservoir 1 and Reservoir 2; <br />and <br />
