Retain the Transient Accommodation Tax at the <br /> last minimum funding level for each County <br /> <br /> ? Eliminate General Excise Taxes on County <br /> <br /> purchases <br /> <br /> ? Retain funding levels for purchases of services <br /> for non-profit agencies <br /> <br /> <br /> ? Support funding for all State mandates imposed <br /> on the Counties <br /> <br /> ? Support legislation that would resolve the <br /> confusion created by the Supreme Court's <br /> decision in Konno v. County of Hawaii by <br /> <br /> establishing the types of programs or projects <br /> and a procedure by which those programs or <br /> projects may be privatized by State and County <br /> government. Such programs or projects would <br /> include services by grants, subsidies, and <br /> purchase of services pursuant to Chapter 42D, <br /> <br /> HRS, and incidental to purchases of goods in <br /> the construction of facilities awarded under <br /> Chapter 103 and 103D, HRS. <br /> <br /> ? The Council further supports Mayor <br /> <br /> Stephen K. Yamashiro's proposal for Capital <br /> Improvement Projects and the University of <br /> Hawaii at Hilo's Legislative Package <br /> initiatives. <br />
