REPORT OF THE <br /> COMMITTEE ON PUBLIC WORKS AND PARKS <br /> DATE: February 3, 1998 RE: COMM. NO. 687 /BILL NO. 192 <br /> PLACE: Council room <br /> TIME: 9:00 a.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Public Works and Parks, to which was refened Communication No. 687, which <br /> transmits Bill No. 192, reports as follows: <br /> The purpose of Bill No. 192 is to amend Chapter 22, of the Hawaii County Code, Article 1, Division 7, <br /> Section 22-31 (Restrictions in Certain Areas) as amended, by prohibiting peddling & soliciting from Old <br /> Honokaa-Waipio Road, from its northern end of State Highway (FAS 240) on the Waipio Valley Side of <br /> Kukuihaele village to the Waipio Valley Lookout. <br /> Communication No. 687.01, transmitted by Richard D. Wurdeman, Corporation Counsel, dated September <br /> 12, 1997, clarifies that there is nothing in State law Wat supersedes Section 22-31 (a) of the Hawaii County <br /> Code in regazds to prohibiting peddling in certain azeas. <br /> Communication No. 687.02, a memorandum from Donna Fay K. Kiyosaki, Chief Engineer, Department of <br /> Public Works, dated September 22, 1997, clarifies that the Depardnent of Public Works does not support <br /> any form of roadside vending. <br /> Communication No. 687.03, a letter from Deputy Police Chief James S. Correa, dated <br /> October 22, 1997, informs of the department's concerns regazding vehicle and pedestrian safety being <br /> jeopazdized, and opposes peddling at the valley lookout. <br /> Your Committee questioned whether or not the vendor was causing the present vehicle and pedestrian <br /> congestion, or if it was actually the influx of visitors to Waipio Valley.
