I would like to <br /> <br /> provide you, briefly, with some history and argument on the <br /> issue. <br /> <br /> History <br /> <br /> Nearly a dozen independent groups approached the Charter <br /> Review Commission in 1979 with various forms of proposals for <br /> <br /> some sort of program review. The general feeling from reading <br /> <br /> the speeches and minutes of that era is that county government <br /> <br /> had grown so large and complex that few people, including <br /> councilmembers and those inside government, had a clear idea just <br /> <br /> what their money was being spent for. There was the recognition <br /> <br /> that money can be spent legally but at the same time foolishly. <br /> The specific language adopted for the proposal for a charter <br /> <br /> amendment mandating program review came from the Finance Director <br /> <br /> Stanley Nakamae (now with First Hawaiian Bank, Oahu) under Mayor <br /> <br /> Matayoshi. The Commission debated the language briefly and then <br /> sent the proposal along with 12 others to the county clerk who <br /> <br /> submitted them to the voters in a special election in November of <br /> <br /> 1979. The voters chose to enact ten of the thirteeen, giving <br /> <br /> Mandatory Program Review their third highest approval rating.
