It states that the <br /> <br /> annual budget review will be the critical program review. Hawaii <br /> <br /> County's annual budget review consists of the council sitting as <br /> the Committee of the Whole and questioning orally the department <br /> <br /> heads in a series of meetings held every Spring. The minutes of <br /> <br /> those meetings are collected together in a document labelled, <br /> strangely enough, Committee of the Whole Annual Budget Review. <br /> <br /> For example, the council's review of the budget for the <br /> <br /> police department consists of a brief statement by the Chief, and <br /> <br /> then questions from the councilmembers. Each year it averages <br /> about one to two hours and consists of 20 to 50 pages of minutes. <br /> <br /> If we accept Rule 24, it is not a difficult task then to <br /> <br /> find the critical program review of program "x". This entails <br /> only going back through the last 12 annual budget reviews and <br /> <br /> pulling out every page with a reference, however brief, to <br /> <br /> program "x".
