REQUEST: <br /> <br /> To amend Ordinance 08-79, as amended, the Capital Improvement Projects budget, to create a new <br /> appropriation entitled "Hazardous Materials Mitigation - Islandwide" in the amount of $1,000,000.00. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> <br /> <br /> The intent of the appropriation is to provide funding for the remediation, abatement, encapsulation or other appropriate <br /> mitigative response at park facilities identified to have a presence of hazardous substances (e.g., asbestos, lead, <br /> mercury, PCBs, arsenic, chlordane, etc.) used in the construction, repair or maintenance of park facilities over the <br /> years. <br /> Prior appropriation 110.599.5599.67:115 (Ordinance 06-80) entitled "Hazardous Materials Assessment - Islandwide" in <br /> the amount of $1,000,000.00 was sufficient to cover only the assessment phase of the hazardous material work. The <br /> department currently has contracts with professional hazmat firms to perform the assessments on all park facilities <br /> islandwide and these requested funds are in keeping with the original funding projections and intent of the effort to <br /> emplace follow up funding to address hazmat safety concerns identified by these assessments to ensure public and <br /> employee safety. <br /> There is currently $500,000.00 earmarked in the recent Bond Ordinance (08-106) for this project that is awaiting <br /> allotment in order for these efforts to commence. <br /> This appropriation is critical to ensure that facilities that are identified to have hazardous materials in particularly unsafe <br /> or unstable conditions, especially those that are older structures that are critical for use to host senior programs and <br /> events and that serve as youth summer fun and intersession sites, can be addressed in an expedient and purposeful <br /> manner.
