In my ccPacitp as the Section. Administrator of <br /> the Child Welfare Program in West Rawaii which deals with child abuse and neglect, <br /> I would like to express my support of this effort. At this time, approx;:mztely <br /> 75; to 80% of our cases entail some sort of substance abuse. Many of these <br /> parents report ei:perimenting with Marijuana before getting hooked on hard drugs <br /> which supports the commonly held belief that Marijuana is a gateway drug.
