<br /> <br /> <br /> <br /> <br /> <br /> F A X <br /> <br /> <br /> 7 June 1998 <br /> <br /> <br /> TO: Senator Andy Levin 935 0071 <br /> <br /> FROM: Bob Barry 929 6784 <br /> <br /> <br /> With reference to your letter to me dated June 3, 1998, the following <br /> procedures outlined in the "Cannabis Eradication in the Contiguous <br /> United States and Hawaii" book dated April 1998, and the Environmental <br /> Impact Statement of 1986, are being violated. <br /> 1. Areas to be sprayed must be posted prior to spraying to give people <br /> a chance to protect themselves by staying indoors, or leave? the <br /> area entirely. This is not being done. <br /> <br /> 2. No spraying is to be done near water. There are thousands of open <br /> water catchment tanks in Ra'u and Puna, as well as in other areas <br /> where spraying from helicopters has been conducted. People cook <br /> with, bathe and drink this water. <br /> 3. Must have a warrent, or a written permission to spray on private <br /> property. No record of any such approval being granted. <br /> 4. Men shall not reppel from helicopters to the ground, ecept in very <br /> remote areas. This has been violated numerous times. <br /> <br /> 5. Spraying will not be conducted when winds exceed 5mph. Winds are <br /> almost always higher than this. <br /> <br /> Andy, like I stated in my FAX to you on May 29th, I support laws <br /> against marijuana, but they must be enforced legally and properly. <br /> The people conducting these operations should not be held responsible, <br /> but those directing them should be. <br /> <br /> Sincerely, <br /> <br /> <br /> Barry <br /> P.O.
