No.1268Bill 313 <br /> PLACE: Council Chambers <br /> Ben Franklin Bldg, 2"d Floor <br /> Hilo, Hawaii 96720 <br /> TIME: 1:30 p.m. <br /> <br /> <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> <br /> Your Committee on Public Works and Intergovernmental Relations, to which was referred <br /> Communication No. 1268, regarding Bill 313, reports as follows: <br /> <br /> Bill 313, transmitted by Director of Public Works, Bruce McClure, via Communication <br /> No. 1268, dated May 21, 2008 amends Chapter 24, article 10, division 6, section 24-287, <br /> schedule 35 (passenger loading zones), paragraph (c) (South Hilo), subparagraph (4) <br /> (Kapi`olani Street), clause (B), of the Hawaii County Code 1983 (2005 Editions as <br /> amended), is amended by revising existing item: <br /> "(B) Mauka side, from a point three hundred twenty feet Puna of Waidnuenue <br /> Avenue and extending one hundred seventeen feet in the Puna direction from 7:00 <br /> a.m. to 3:00 p.m. on school days." <br /> <br /> The intent of this amendment is to provide pedestrian safety in this area by restricting <br /> motorists from parking to close to the adjacent crosswalk. <br /> <br /> There was no testimony from the public on this proposed bill. <br /> <br /> Department of Public Works Director Bruce McClure and Traffic Division Chief Ron <br /> Thiel appeared before your committee. Mr. Thiel commented that this proposed bill <br /> address a conflict in the current traffic code related to the loading zone and cross walk in <br /> this area. Mr. Thiel further stated that placement of additional signs will identify the <br /> traffic code correction. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> PWIRC RPT NO. 82 <br />
