No. 1242/Bill 308 i <br /> PLACE: Council Chambers <br /> Ben Franklin Bldg, 2"d Floor <br /> Hilo, Hawaii 96720 <br /> TIME: 1:30 p.m. <br /> I <br /> Council Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> I <br /> Your Committee on Public Works and Intergovernmental Relations, to which was referred <br /> Communication No. 1242, regarding Bill 308, reports as follows: <br /> I <br /> Bill 308, transmitted by Director of Public Works, Bruce McClure, via Communication <br /> No. 1242, dated May 7, 2008 amends Chapter 24, article 10, division 5, section 24-284.1, j <br /> schedule 32.1 (8 hour parking areas), subsection (c) South Hilo, of the Hawaii County <br /> Code 1983 (2005 edition, as amended), is amended by adding new item: Kamehameha <br /> Avenue, from Shipman Street to Wailuku Drive. This code amendment is necessary <br /> because the existing 8-hour parking in this area is currently not accounted for in the <br /> Hawaii County Code. There is a plan to add nine diagonal stalls to this area due to the i <br /> growing need for more long-term parking in Downtown Hilo. <br /> { <br /> There was no testimony from the public on this proposed bill. <br /> 1 <br /> Department of Public Works Director Bruce McClure and Traffic Division Chief Ron i <br /> Thiel appeared before your committee. Mr. Thiel stated that three meetings with the Hilo <br /> Downtown Improvement district were held without opposition, and actually received a few <br /> comments that the traffic improvements were too slow coming. Mr. McClure also added <br /> ` that the strict enforcement of the Downtown Hilo 2-hour parking limit compelled the <br /> addition of the 8-hour parking limit stalls. <br /> ! <br /> Council member Donald Ikeda commented as to whether the businesses have been <br /> consulted, as it is part of his district. He is also particularly concerned with motorists <br /> unfamiliar with this area and recommends placement of signs indentifying change should <br /> the traffic code amendment pass. <br /> t <br /> s Council member Stacy Higa addressed his concern for downtown Hilo businesses losing 2- <br /> hour parking stalls or loading zone areas due to the addition of this 8-hour parking area. <br /> Mr. Thiel reaffirmed that there is no plan to interfere with the businesses as related to this <br /> traffic code amendment. <br /> <br /> <br /> PWIRC RPT NO. 80 <br /> <br /> i <br />
