Kato <br /> Subject: Kurtistown Mutual Self Help Rezoning Information <br /> <br /> <br /> Traffic Impact <br /> Enclosed is a copy of the traffic report that was done for the original 1-acre lot development. <br /> The projected density at that time was 40 units on the entire 45 acre property. <br /> <br /> The conclusion reached by the analysis was that the traffic generated would have a negligible <br /> impact on the Volcano Highway in view of the proposed channelization. Our proposed project <br /> would have a small increase in traffic. Using the same assumptions as the original report the <br /> traffic which would be generated with the inclusion of the self help homes is shown on the <br /> attached Figure 1. <br /> <br /> Given the small increase it does not seem likely that the added traffic being routed through a <br /> channelized intersection will have a significant effect. <br /> <br /> <br /> <br /> <br /> Hawaii Island Community Development Corporation Background <br /> The Hawaii Island Community Development Corporation (HICDC) was founded in 1986 but <br /> became active in 1991 with the hiring of staff to undertake a self help housing program. The <br /> initial formation of the 50l (C)(3) tax exempt corporation was at the initiative of the county who <br /> believed that a nonprofit would have access to funds not otherwise available to the Big Island. <br /> <br /> The primary purpose of HICDC is to assist in providing affordable housing for the low and very <br /> low income families. This objective has been pursued principally as the development of mutual <br /> self help housing. HICDC has begun a diversification with the development of the Hualalai <br /> Elderly Housing Rental Project aimed at low income senior citizens in the Kona area and is <br /> looking at the possibility of similar projects in other areas. HICDC's long term goals are to <br /> continue being successful at providing affordable housing and to increase our production of <br /> units. <br /> <br /> To date, the HICDC Mutual Self Help Program has completed a total of 70 single family homes <br /> with another 12 currently in construction in South Kohala. By the end of 1999 another 27 homes <br /> should be completed for an accumulative total of 109 houses built since 1991. <br /> <br /> C omrn.
