<br /> <br /> <br /> <br /> <br /> <br /> TRAFFIC ANALYSIS STUDY REPORT <br /> "KURTISTOWN HEIGHTS" <br /> <br /> <br /> PURPOSE: <br /> <br /> The purpose of this study is to comply With the following item <br /> from the County of Hawaii, Planning Department's Februar;, 10, 1993 <br /> letter regarding Kurtistown Heights: <br /> 23. The subdivider shall contact the State Department <br /> of Transportation to comply with the following <br /> Ordinance 92-123 conditions: <br /> <br /> a. Traffic Impact Analysis Report (T_?.R) <br /> b. Channelization improvements at the <br /> intersection of Hawaii Belt Road and South <br /> Road. <br /> <br /> Additionally, conditions stipulated by Ordinance 92-123 <br /> y (Ordinance) affecting traffic movements include: <br /> (D) ...Access shall not be permitted directly onto the <br /> Hawaii Belt Road and Huina Road. Access to the <br /> proposed lots shall be via a 60-foot right-of-way <br /> on the existing South Road right-of-way fronting <br /> the property... <br /> <br /> (G) Restrictive covenants in the deeds of all the <br /> proposed lots shall prohibit the construction of a <br /> second dwelling unit on each lot. <br /> The State Department of Transportation, Highways Division in <br /> Hilo, Hawaii, has indicated that in view of the scope of this <br /> proposed subdivision development, the level of study involved in a <br /> Traffic Impact Analysis Report (TIAR) will not be necessary. <br /> Instead, a Traffic Analysis Study Report would satisfy their <br /> requirements. <br /> This report presents the results of a study conducted to <br /> determine channelization improvements proposed to be provided on <br /> Volcano Road at the South Road intersection. The study involved <br /> evaluating traffic conditions due to the proposed development on <br /> the local road system. <br /> <br /> Kapoho Properties, Inc. (Owner) has previously indicated its <br /> commitment to provide channelization improvements at the South Road <br /> intersection with Volcano Road. <br /> <br /> - 1 - <br /> <br /> <br /> <br /> s~ <br />
