<br /> <br /> <br /> <br /> <br /> <br /> Along the 2-mile highway stretch between Keaau-Pahoa Road and <br /> South Road, the rural agricultural area is sparsely populated with <br /> local roads connecting to the highway. Keaau is = e near?st <br /> centrally located town with schools and numerous serv_ce-oriented <br /> businesses. <br /> The unimproved portion of South Road extends over one (1) mile <br /> from Volcano Road. About 500 feet of limited vehicular access is <br /> now used by a South Road resident. Huina Road serves agricultural <br /> farms and residents and provides access to the upper reaches of the <br /> South Road. <br /> <br /> TRAFFIC FORECASTS: <br /> <br /> Traffic volume counts were taken on Tuesday, Ju'_y 13, 1993 <br /> during the morning and afternoon peak periods at the e:,-sting South <br /> Road intersection for the proposed project. The results showed th-i <br /> following peak hour volumes: <br /> Hilo Bound Volcano Bound <br /> 7:00 AM - 8:00 AM 742 247 <br /> 4:00 PH - 5:00 PM 458 648 <br /> During both the morning and afternoon peak hours, there eras <br /> only 1 car into and out of the South Road intersection. <br /> <br /> Prior years peak traffic volume for "!lamalahoa Highway ar_ <br /> Keaau-Pahoa Road" is available for 1990 and 1992 from the State of <br /> Hawaii, Department of Transportation, Highways Division (SHDCT). <br /> Only Movement 3 (to Hilo) and Movement 7 (to Volcano) are used in <br /> this study. These movements are located on the Volcano (south) <br /> side of the signalized intersection. <br /> A comparison of peak hour traffic volumes between SHDOT's 1.990 <br /> and 1992 and IEI's July 13, 1993 counts show morning and afternoon <br /> peak hour volumes at the South Road intersection are substantially <br /> lower than at the Keaau-Pahoa Road junction (see Table II). <br /> SHDOT data show peak directional traffic growth rates at the <br /> Keaau/Pahoa Road to be as shown below.
