Along the 2-mile highway stretch between Keaau-Pahoa Road and South Road, the rural agricultural area is sparsely populated with local roads connecting to the highway. Keaau is = e near?st centrally located town with schools and numerous serv_ce-oriented businesses. The unimproved portion of South Road extends over one (1) mile from Volcano Road. About 500 feet of limited vehicular access is now used by a South Road resident. Huina Road serves agricultural farms and residents and provides access to the upper reaches of the South Road. TRAFFIC FORECASTS: Traffic volume counts were taken on Tuesday, Ju'_y 13, 1993 during the morning and afternoon peak periods at the e:,-sting South Road intersection for the proposed project. The results showed th-i following peak hour volumes: Hilo Bound Volcano Bound 7:00 AM - 8:00 AM 742 247 4:00 PH - 5:00 PM 458 648 During both the morning and afternoon peak hours, there eras only 1 car into and out of the South Road intersection. Prior years peak traffic volume for "!lamalahoa Highway ar_ Keaau-Pahoa Road" is available for 1990 and 1992 from the State of Hawaii, Department of Transportation, Highways Division (SHDCT). Only Movement 3 (to Hilo) and Movement 7 (to Volcano) are used in this study. These movements are located on the Volcano (south) side of the signalized intersection. A comparison of peak hour traffic volumes between SHDOT's 1.990 and 1992 and IEI's July 13, 1993 counts show morning and afternoon peak hour volumes at the South Road intersection are substantially lower than at the Keaau-Pahoa Road junction (see Table II). SHDOT data show peak directional traffic growth rates at the Keaau/Pahoa Road to be as shown below.
