NO. <br />Inability to obtain permits or land use approvals <br />for renewable electrical energy projects; <br />Inability to acquire sufficient cost-effective <br />renewable electrical energy; <br />Substantial limitations, restrictions, or, <br />prohibitions on utility renewable electrical <br />7 energy projects; and <br />8 Other events and circumstances of a similar <br />9 nature. [L 2001, c 272, ~ 3; am L 2009, c 95, ~5; <br />10 am L 2006, c 162 ~5] <br />11 (e) Each electric utility company that sells <br />12 electricity for consumption in the State shall decouple <br />13 compensation rates paid for renewable energy sources to <br />14 independent power producers from the avoided costs of non- <br />15 renewable sources such as oil or other non-renewables. <br />16 SECTION 3. Statutory material to be repealed is bracketed <br />17 and stricken. New statutory material is underscored. <br />18 <br />19 SECTION 4.
