REPORT OF THE <br /> COMMITTEE ON PLANNING <br /> DATE: November 5, 1998 Re: C-]049Bi11No.330 <br /> PLACE: Councilroom <br /> TIME: L52 p.m. <br /> Chair and Members <br /> Hawaii County Council <br /> Hilo, Hawaii 96720 <br /> Your Committee on Planning, to which was referred Bill No. 330, transmitted by Mayor Stephen K. <br /> Yamashiro per Communication No. 1049, dated October 26, 1998, regarding the change of zone request <br /> by Mr. and Mrs. James William Cardin, at Kaloko, North Kona, Hawaii, TMK: 7-3-25:15, reports as <br /> follows: <br /> Bill No. 330 amends Section 25-8-2 (North and South Kona District Zone Map), Article 8, Chapter 25 <br /> (Zoning Code) of the Hawaii County Code, by changing the district classification for approximately <br /> 21.961 acres of land from an Agricultural (A-20a) to a Family Agricultural (FA-3a) zoned district. <br /> The rectangular-shaped property, owned in fee by James William Cardin and Sandra Lynette Cardin, is <br /> located in the Kaloko Mauka Subdivision on the north side of Kaloko Drive at approximately the 2,500 <br /> elevation. <br /> The applicants would like to subdivide the subject parcel into five lots ranging in size from 3.01 to 5.369 <br /> acres, and build a home on one of the parcels and offer the remaining four as family farms. The specific <br /> uses will be determined by the individual buyers and are expected to replicate those activities and uses of <br /> other nearby properties. <br /> The State Land Use and Kona Regional Plan designation for the parcel is agricultural. The General Plan <br /> LUPAG Map designates the parcel as Extensive Agricultural. The Agricultural Lands of Importance to <br /> the State of Hawaii (ALISH) System classifies the soils as "Unique Agricultural Land", which are lands <br /> that have the special combination of soil quality, location, growing season and moisture supply which is <br /> used to produce sustained high quality and/or high yields of a specific crop when treated and managed <br /> according to modern farming methods. <br /> Soils within the subject property are classified as Kiloa Extremely Stony Muck which consists of well- <br /> drained, thin, extremely stony organic soils over fragmental a'a lava. Permeability is rapid, runoff is <br /> very slow and the erosion hazard is slight. This soil is used for woodland and pasture. The Land Study <br /> Bureau classifies the soil as "E" (Very Poor) for agricultural productivity. <br /> <br /> The subject property is located within Zone "X", which is outside the 500-year flood plain. <br /> PC-162 <br /> <br />
