According to the applicant, the property is currently serviced by a <br /> cesspool system, but if a different system is required, the applicant intends to comply with the respective <br /> State or County agency. <br /> The subject property is located within Zone "X", which is outside the 500-year flood plain. <br /> <br /> The Department of Public Works will not allow vehicular access onto Pahoa Road, which has an <br /> <br /> approximate 22-foot wide pavement in good condition. Kahakai Boulevard, also fronting the subject <br /> <br /> property, has an approximate 18-foot wide pavement in fair condition with approximate 6-foot wide <br /> <br /> grass shoulders, all within an approximate 50-foot right-of--way. The Department of Public Works <br /> <br /> recommends that the applicant provide full improvements to the entire frontage along both Pahoa Road <br /> <br /> and Kahakai Boulevard consisting of, but not limited to, pavement widening with concrete curb, gutter <br /> <br /> and sidewalk, with drainage provisions, meeting with the approval of the Department of Public Works. <br /> <br /> The applicant shall construct improvements along the future road widening area with the area subdivided <br /> <br /> and dedicated to the County. The Department of Public Works also notes that the minimum standard for <br /> <br /> a commercial zoned right-of-way width is 60 feet. <br /> <br /> Testimony from Anthony Almada, President of the Mainstreet Yahoa Association, expressed the Board's <br /> <br /> support of this zoning request, but suggested "that requirements for urban style curbs, gutters and <br /> <br /> sidewalks should be waived in this instance." They feel that "the rustic flavor of the "area would not be <br /> <br /> enhanced by such infrastructure built fora 60' right-of-way on the approaches to the historic small <br /> <br /> village commercial district whore 30' right-of-way prevails." <br /> <br /> Your Committee agreed with this suggestion and recommended that language to this effect be <br /> <br /> incorporated into Bill No. 313.
