BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED)' <br />Whereas it is in the County of Hawaii General Plan to encourage the development of alternate energy <br />resources and model energy self-sufficiency by reducing dependence on imported fossil fuels.
