REQUEST: <br /> <br /> For a commitment of $158, 250 in fiscal year 2010 and an equal amount in fiscal year 2011 <br /> for a Feasibility Study for the installation of a new boat ramp at Mahukona in North Kohala. <br /> <br /> <br /> <br /> <br /> <br /> <br /> B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED): <br /> <br /> The Army Corps of Engineers, after several years of preliminary study by the Honolulu Area <br /> Office, has received permission to complete a Feasibility Study into the installation of a new <br /> boat ramp at Mahukona. The Corps staff in Washington D.C. has given the Honolulu Office <br /> a deadline of September 30, 2008 to have the contract completed with the County of <br /> Hawaii. The County has the first of three increments, in the amount of $278,000, in the <br /> 2008/09 P&R budget. The additional two funding increments needed must be made <br /> available in 2010 and 2011 to the Army Corps via a contract which must be signed by <br /> September 30, 2008. The study will determine if it is feasible to construct a new boat ramp <br /> in Mahukona. If it is, recreational and commercial fishermen from North Kohala will no <br /> longer need to trailer their boats to Kawaihae in order to launch and fish in the waters off <br /> North Kohala. Subsequent funding needed if feasibility is determined and the County <br /> decides at that time to proceed with the construction of the project will mean that the County <br /> must pay 10% of the cost for designs and specs if the depth is less 20' and must pay all of <br /> the cost of the boat ramp, docks and access road. The Army Corps will pay for the entrance <br /> channel, turning basin and wave attenuation structure (breakwall).
