COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. '7.ri£3 i)t3 <br />A RESOLUTION REQUESTING THAT THE DEPARTMENT OF ENVIRONMENTAL <br />MANAGEMENT INVESTIGATE THE FEASIBILITY OF INSTALLING A <br />PHOTOVOLTAIC SYSTEM AT ONE OR MORE WASTEWATER TREATMENT <br />PLANTS IN THE COUNTY. <br />WHEREAS, the Hawaii County Council acknowledges that county government should <br />lead by example in the effort to reduce Hawaii Island's dependence on fossil fuels and other <br />imported resources for electrical energy; and <br />WHEREAS, the Hawaii County Energy Sustainability Plan dated October 3, 2007, <br />specifically recommends that the County increase its photovoltaic power generation by 110% per <br />year in order to meet the energy efficiency and renewable energy goals tazgeted in the plan; and <br />WHEREAS, according to the Energy Plan, the County's wastewater treatment plants are <br />among the largest consumers of electrical energy on the island; and <br />WHEREAS, the County's wastewater treatment plants do not currently produce any <br />energy onsite to offset their large load demand; and <br />WHEREAS, according to the Hawaii County Energy Sustainability Plan, the County <br />can realize both financial savings and a countywide reduction in the use of fossil fuel by <br />implementing the Plan's recommendation to aggressively apply solar technology at its public <br />facilities, such as its wastewater treatment plants; and <br />WHEREAS, the Hawaii County Energy Sustainability Plan further recommends that <br />rather than purchasing and installing the solaz systems, the County would save money by issuing <br />a request for proposals for a private sector investor to buy, install, manage the systems, and sell <br />the solar-generated electricity back to the County at an agreed to fixed price; and <br />WHEREAS, Hawai`i's high electricity rates, generous private sector rebates and tax <br />incentives, and year-round solar exposure create an ideal environment for a private sector <br />managed installation of solar systems at public facilities, such as wastewater treatment plants; <br />now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that, by <br />March 1, 2009, the Department of Environmental Management should investigate the feasibility <br />of installing a solar system designed to handle the energy demands for one or more of its <br />wastewater treatment facilities; such analysis should determine the size and type of solar system <br />to be installed, recommended locations for such installation, and a financial analysis for <br />determining the value of the County's investment in said system. <br />
