The key planning implications related to South Kohala's demographics <br />and economy include: <br />The population of the district has increased significantly over the <br />last two decades. The County General Plan projects that the current <br />population of the district will almost double by 2020 if current trends <br />continue -Given past and future population trends in the district, the underlying <br />planning question that these trends raise is "where will all these new people live <br />and how will the district support this housing expansion with sufficient <br />infrastructure and public services?" If the population of South Kohala increases <br />per the County's General Plan, more public services and facilities will be needed <br />to accommodate this future growth. Services such as schools, fire, police, <br />medical, and various social services as well as more infrastructure, including <br />roads, sewer, water, and electricity will need to be provided. There may need to <br />be an overarching policy in regards to moderating future population growth for <br />South Kohala. <br />The resort areas in South Kohala are not only major employers in the <br />district, but these resorts -are some of the biggest employers in the <br />entire County -Both residents of South Kohala and residents who live outside <br />of the district work at the resorts. These large employment and visitor centers <br />need adequate infrastructure to accommodate the large number of guests and <br />employees. Workforce housing near these resorts would reduce daily commute <br />time for hotel employees and also reduce traffic along the major highways. <br />• Agricultural related industries are still a major part of the district's <br />economy -While tourism is South Kohala's largest economic engine, the <br />district still has a viable agriculture industry in the Waimea area. However, for <br />agricultural businesses to remain viable in the future, steps need to be taken to <br />help these businesses deal with the pressures of urbanization, rising land prices, <br />and a labor pool that is in decline. <br />• Cost of housing has risen significantly -There is a great need to provide <br />affordable housing throughout the district. <br />CULTURAL AND NATURAL RESOURCES <br />Coastal Resources <br />Land-based sources of pollutants, such as sediment and nutrients, are among multiple <br />factors threatening the quality of coastal waters and coral reef ecosystems in Hawaii. <br />These pollutants make their way into the ocean via surface water runoff and seepage from <br />ground water. <br />The Pelekane Bay Watershed has been classified by the State DOH as a "Category I <br />watershed," a watershed in need of restoration. The marine environment and coral reefs <br />of Pelekane Bay have been severely stressed because of worsening water quality. The <br />Pelekane Bay watershed has been significantly altered with the construction of the <br />Kawaihae Harbor in the 1950's and 1960's. In 2004, Pelekane Bay was listed as an <br />impaired body of water under the federal Clean Water Act because of high turbidity and <br />excess sediment. The State DOH listed the Pelekane Bay Watershed as a priority <br />12 <br />
