CJ <br />SUBJECT: Proposed Amendments to Bill 323 (Repeal of the Nonspeculative Residential <br />Use Program) <br />Attached for your consideration aze proposed amendments to Bi11323, which amends <br />Chapter 19, Article 7, Sections 19-53, 19-58.1 and 19-58.2 of the Hawaii County Code 1983 <br />(2005 Edition, as amended), relating to Real Property Taxes (Nonspeculative Residential <br />Use). <br />Based on recommendations from the administration, this proposed Draft 2 inserts a purpose <br />statement, changes the valuation formula, deletes the retroactive benefits to previous <br />participants, inserts a deadline to cancel a dedication, and other amendments for clazification <br />purposes. <br />Furthermore, to address the concerns of some constituents, new language has been added to <br />give homeowners the choice of either getting out of the program or renewing; however, no <br />new applications will be accepted. <br />These amendments to Bi11323 aze illustrated via ramseyer format and highlighted for <br />emphasis. <br />JY/dwe <br />Attachment <br />Comm.
