McClure <br />Director <br /> <br /> <br />-) C~ .•~ <br /> <br />~ ~ `l ~ <br /> <br /> . <br /> - :~ t <br />~ <br /> ~ <br />•~+ <br /> r <br /> r' <br />Ben Franklin Building, 2nd Floor <br />Hilo HI 96720 <br />SUBJECT: DRAFT BILL TO AMEND CHAPTER 10, RELATING TO EROSION AND <br />SEDIMENTATION CONTROL OF THE HAWAII COUNTY CODE <br />Forwarded for your consideration is a draft bill to amend Chapter 10, Erosion and Sedimentation Control. <br />'Phis bill contains numerous amendments that will improve our ability to enforce the provisions of the <br />Chapter 10 as well as adding new requirements [o reduce erosion and resultant sediment generation that <br />may adversely affect water quality of our streams and near shore waters. <br />The proposed amendments are based on input received from the Soil and Water Conservation Districts, <br />the U.S. Department of Agriculture Natural Resources Conservation Service, contractors, engineers, <br />architects, the State Department of Health Clean Water Branch, State Office of Planning Hawaii CZM <br />Program, DLNR State Historic Preservation Department, County Planning Department, the Hokuli`a <br />plaintiffs, Corporation Counsel and staff engineers. The initial draft was developed by our consultant, <br />Wilson, Okamoto & Associates who will also assist the County in developing and implementing a public <br />outreach program upon passage of the bill. <br />Your favorable consideration of the subject bill will be sincerely appreciated. <br />e-. ~ C~.~-~- <br />ruce C.
