COUNTY OF HAWAII <br />STATE OF HAWAII <br />RESOLUTION NO. ~~~ ®8 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM THE DESIGNATED FUND ACCOUNT(S) AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT(S). <br />WHEREAS, the Office of Social Ministries (OSM) is a department of the Roman <br />Catholic Church in Hawaii that serves the community through its Safety Net programs for the <br />underserved; and <br />WHEREAS, 78,724 individuals or 55% of Big Island residents are either uninsured for <br />dental care or are insured under Medicaid (Primary Care Association 2004); however, there are <br />less than eight dentists who accept Medicaid/Quest patients on the island; and <br />WHEREAS, these at risk residents include those who have Medicaid/Quest insurance, <br />are low-income and/or uninsured, medically fragile, children, the developmentally disabled, the <br />homeless, the mentally ill, and frail elderly; and <br />WHEREAS, Medicaid and Quest programs provide no routine dental coverage for adults <br />and children, acid these patients must often wait until their condition is an emergency situation; <br />and <br />WHEREAS, since they have no regular dental care provider, they go to the Kona <br />Community Hospital Emergency Room (ER) which refers the patients (from the ER) to the <br />Mobile Care Health Project (MCHP) dental van because the hospital does not have hospital <br />dentistry available; and <br />WHEREAS, the MCHP is a dental service that provides direct dental care, flouride <br />treatments, and'health education for the underinsured and uninsured at-risk population, and the <br />dental van serves an average of 1,700 patients annually at no cost or on a sliding scale based on <br />income level; and <br />WHEREAS, as of June 30, 2009, the OSM MCHP dental van services will be <br />transferred to the West Hawaii Community Health Center to continue provision of outreach <br />dental services in the West Hawaii azea; and <br />WHEREAS, Contingency Relief funds from Council District 8 will be appropriated to <br />the Hawaii Fire Department to be used towards the OSM/Mobile Health Care Project for <br />financial support in the West Hawaii azea; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that the <br />following amount is hereby transferred/appropriated as set forth below: <br />
