REPORT OF THE
COMMITTEE ON PUBLIC WORKS AND
INTERGOVERNMENTAL RELATIONS
DATE: August 12, 2008 Re: Comm. No. 1351/Bi11334
PLACE: Sheraton Keauhou Bay Resort and Spa
78-128 Ehukai Street
Kailua-Kona, HI 96740
TIME: 1:00 p.m.
Council Chair and Members
Hawaii County Council
Hilo, Hawaii 96720
Your Committee on Public Works and Intergovernmental Relations, to which was referred
Communication No. 1351, regarding Bill 334, reports as follows:
Bill 334, transmitted by Director of Public Works Bruce McClure, via Communication No. 1351,
dated July 24, 2008, amends Chapter 24, article 10, division 2, section 24-264, schedule 12 (Stop
intersections), paragraph (g) Puna, of the Hawaii County Code 1983 (2005 Editions, as
amended), is amended by adding the following, to appropriately numbered and to read as
follows:
~ Entering Ka`ohe Homestead Road from Cemetery Road
The intent of this amendment is based on a request made by Lori Enriquez and the Ka`ohe
Homesteads Community & Farm Watch through Council member Emily I. Naeole to assign
right-of--way and increase safety for motorists in this area.
There was a comment from James Weatherford on this proposed bill regarding the possibility of
a roundabout being used instead of a Stop sign as commended for consideration when improving
existing intersection in Resolution 245-06.
Department of Public Works Director Bruce McClure appeared before your committee. Council
member Bob Jacobson inquired about the possibility of using a roundabout in this area as James
Weatherford suggested earlier in his testimony. Mr. McClure was unable to provide an answer
at this time and stated that he would look into the matter for further consideration.
Council member Emily Naeole seeks the support of her colleagues on this proposed traffic code
amendment to improve the safety for motorists in Puna.
PWIRC RPT NO. 90
